Depends on what you put on it, really. I don't have too much experience with it, but I've heard mostly of blaster setups.

well that didnt really answer my question i am a noob so by just saying its a battlecruiser that doesnt really do much for me

in response to your edit what is meant for like what is its role is it a close combat ship or a ranged combat ship?

it is better for close range tanking and ganking than long range sniping

Well, that's the thing, it's not limited to one or the other. It doesn't have bonuses that scream "use this weapon setup" like some other ships do, though its tanking bonus lends more towards up close and personal fighting, which would mean blasters. It's not very fast, so it won't be able to outrun anything (and thus, keep range for railguns) except battleships, and the sig radius of BC's are so big that a battleship would just pound you at a distance anyway.
