After taking a break from Eve for about a year I decided to come back and get stuck in after having a 14 day trial account. When I left I had quite a few event ideas that I wanted to submit to someone to see if it would help the lovely event people.
Is there a process for this? Can I drop someone an email with my ideas?

You can always organise events like this yourself using this forum to advertise them, there arnt enough RP events that everyone (those not in 0.0 alliances) can get involved with as it is and way to many lotterys around here.

Correct indeed 
Top sticky will give you some hints. Just don't expect any replies since we won't let you know if/when/where we use ideas. Would ruin it a bit.. hehe.. But maybe the news or fellow players will make forum posts about events that has taken place.

No feedback at all? I can sort of understand that from a protecting the event angle... but not even getting thanks or acknowledgement takes away any incentive, and getting no recommendations on where storylines could be improved/made more appropriate is like shooting in the dark at a black target with your eyes shut.

We could give some feedback but it would be very fluffy since many of our DO and DON'T are covered via our NDA. So you are right that it is a bit like shooting in the dark when mailing a player submitted event to us, however now and then we get diamonds we can work something out from.
If you are interested in creating events for EVE then best option would be to send in an application to Aurora and try that approach, that way you would get training in how to best develop a working story arc. 
Ideas to work from are always welcomed but you have to understand that we can't give out too much info without breaking our non-disclosure agreement.
