Going with the actual combat frigs, I choose the Breacher due to its split slot layout and wins out over the merlin based on the fact that the former has only 2 mids.
It is one of the cooler looking ships in my opinion though, and odds are some people won't even know what it is if they get an up close look.

I used to think the Condor and Slasher were the worst T1 combat frigs until I fit a Small Nos in the 3rd hislot. Now they aren't as crappy (but still not good).
I would say it has to be the Probe unfortunately. 2/2/2 with turret hardpoints (but two light drones, so I dunno). However, there is at least a reason to fly it :) Best T1 Cargo runner IMO.
Heron is also pretty poor, especially since it is basically a Griffin with 1 less hislot, 1 less medslot, and a crappier second bonus.

Someone mentioned the atron.
Hey dude, when I want to have some fun I took my short range fittet atron and hunt belt pirates in 0.4 . Best I killed there was a double Thorax spawn. So the atron can't be so bad.

The Probe.
I loved my probe, don't get me wrong...but if anything bigger than a flyspeck showed up, it was time to run. Eventually lost it in EC-P8R, a loooong time ago (it wasn't camped, which shows you just HOW long ago I mean...)

I have to say that my first Imicus was the worst ship i have ever used for combat (i don''t class those mining frigs and rookie ships as bad ships, they do what they are supposed to do best)
THe capacitor on the imicus is so crappy, you can barely warp between stargates in most system, let alone try to fight when you exit warp with like 40% capacitor left for shield boosting, armor repair railguns etc.
Of course the imicus cap can be upgraded, but then again, Incursus, tristan and atrons cap can be too.

When i've plaid the beta, i thought the Imicus has just been a hauler for courier missions or so, loving my Navitas to lock at insane range 
After on, i'd get used to the way the Imicus was meant to be flown - as drone carrier. Sitting back while letting the drones doing the dirty work was really effective till the missions get to hard, the drones blown up and me after on
In PVP i don't think that any low-tier ship is sufficient enough to either survive nor do damage enough above the high-tier ships.
p.s.: it would've been so lovely if the Ishkur had got the Imicus hull since they're both drone carriers...

There was a time in my eve life that I used to PVP and in that time I witnessed a Heron take down a heavily fortified ship. With that said one should note that the destroyed ship was gang raped by a army of ships left for the Heron to feast on its leftovers. It was a sight that left me laughing for days. Not to mention everyone that was there. Besides that day I do not recall the Heron being able to kill a fly.

The Tormenter can mount a bit of a tank, at least.
2 x 125mm gatling autocannons + one hobgoblin drone
1 x micro cap battery
1 x small rep I
2 x damage specific armor hardeners
So long as you don't train the repair skill too high and have some training invested in energy management and energy systems operations, you can run the armor repair unit continuously.

Lvl 4 caldari frig gives you 40km range with missiles and targetting range is the same with sensorbooster. Similar (using 125mm rails) setup works on atron. Executioner with Light Beams works the sameway, but frigging slasher cant make 'good' dmg with arties.
I havent found a good 3/10 (as in other than drone place) place to get some faction loot. But someday I will and it will be just pure evil to run that plex with condor/atron/executioner.
Atron makes the biggest dmg, thanks to the 5m^3 dronebay, so im currently raping plexes with it.
Am I a little off-topic here...?

A little off-topic but I had some duels Ibis vs. Velator. I fit tech2 rails on Ibis with Spike ammo and killed Velator before his drones reach my armour. But it depends on starting range. AFAIR we started at 20km.
Problems with tech1 frigs is they have no defence from missiles. Back in the days you could outrun missiles from Kestrels. Now it's no longer possible. The same applies to cruisers and battleships.
