I've heard said in a few threads that there are a number of skills said to be "mandatory" simply because every player ought to get them at some point or another. Aside from the learning skills, what skills should every player think about getting at some point?

Nothing is really "mandatory"; it's entirely viable to have a CEO or trader character who doesn't have any of the "mandatory" ship piloting skills at all.
Having said that, if you want to fly ships and shoot things then Engineering, Electronics, Navigation are vitally important. In the long term it's worth having every rank 1 skill trained up a few levels, simply because they take so little time and are generally useful.

Engineering and Electronics for starters.
Then in no particular order:
Energy Management Energy systems operation Shield managaement Shield operation Mechanic Weapon upgrades, advanced weapon upgrades Hull upgrades spaceship command
After that, it's nice things to have like navigation, shield upgrades, signature analysis, and all the weapons systems.

since your caldari you should probably train up as many support skils for missiles as you can, unless you are goin the way of the railguns, in which case as many support skills for gunnery as you can , these will increase damage, range, rof, cpu/power usage etc. energy systems operation and energy management are ideal for boosting capacitor recharge and output, electronics for cpu improvements and engineering for powergrid improvement, if you are a mission runner then social skills including social, connections, negotiation etc , there are skills that are useful for everyone like the engineering skills, electronics skills, but if all you do is mine then you wouldnt need to worry about gunnery skills so much, its best to decide exactly what you want to do the mose for now and train the relevant skills, i.e. if you wanna go combat then you should train all shield support skills for caldari shield tanking etc ----------------------------------------------- enjoy this my agent running guide Click here |

Time it takes for each skill is CRAZY?
Im not going to turn this into a flame fest..
But really now...?
Im trial person so leaving the game for today to earn a skill for tomorrow would be crazy LOL

lol crunchy, jsut wait till you get up to the big skills. I like the "short" skills that only take 5-10 days 24days for laerge hybrid 5... -----

you lucky, 28 days for Battlecruiser 5 
But I agree on the electronics and engineering skills, max out that cpu/powergrid. It will enable you to fit more and sometimes better setups on all your ships.
