I have a question, i picked mini brutor as my race, and i specialized in missles at the military school. Im begining to think i might not use missles. Is there any reason i should make a new char or did my choices not make any permanent handicaps for me.

When you chose missiles, all you did was define a few starting skills. Skills in Eve never give you a handicap, and in nearly all cases like yours there will come a time when your missile skills will come to good use, even if you'd go on and train gunnery skills now.
And no, don't restart, that's a pure waste of time compared to simply switching to other weapon skills now.

Nothing wrong with having missile skills and gunnery skills. Its a must nowadays. Versatality 4tw!

Okay, because i was talking with a friend of mine and we were talking about skills. He told me his missles had a rank 3 level 2 and mine had rank 2 level 3. I was thinking that because i went to missle school i might have done something permanent to my missle skills and gimped other things like ship skills etc. Thanks for clearing that up for me ^^

It sounds like you might have a little confusion there about how Rank differs from Levels in terms of skills.
Rank is always a fixed value for any given skill. It is a multiplier determining the difficulty of the skill to train. For intance, if a Rank 1 skill takes 250 points to train to the first level, then a Rank 5 skill will take 5 x 250 = 1250 points to train to level 1.
It would not be possible for you to have the same skill with a differing Rank number from that of a friend.
