Im having problems getting new agents. I have a lvl2 agent +18%,+10%. He gave me a crappy lvl3 agent (-18%) after I did 122 missions for him. Now I have copmleted 178 missions and no new referral. So I started to do missions for the lvl3 agent and have done over 100 missions for that agent but still no agent. I havent failed any missions yet. Is this normal? If not, any ideas?

Need more info
What Corporation is this - have you checked they have any more agents (Seriously, some corporations are very small, some have very few agents of any particular level.)

My lvl2 agent was a Top Down Factory agent and he gave me a Rapid Assembly Factory lvl3 agent. Both corps have many agents, afaik.
I actually only have 10pts in charsma though, if that matters

ahh - i misread slightly.
Your level 3 agent is highly unlikely to refer to other agents.
The agent system doesnt refer to lower level agents and the level 4 agents are not yet implemented.
It is a dubious point whether or not level 3 agents refer to other elvel 3 agents, some people say they have had such referals, others say not.
I have done 267 missions for a level 3 agent with no referals.

If you have reached the cap, ie +6 standing for a lvl 3 agent, try to fail a mission and it seems to be a much higher chance that you will get a new referral very soon.
Been doing this myself. Since one of the corps I really wanted to work for only has one single agent that accepts on dock, and it's a -19% lvl 1 agent. Not until she gave me an agent for the 6:th time did I get a lvl 2 agent better than +-0 quality.

I can confirm being referred to other Agents from a level 3 Agent within Caldari Faction.

So can I - ive got my "thicky" head on tongiht, i had 2 referals to other level 3s.
