Level one cloaking device?
The only cloaking device that allows you to warp while the cloak is on is the Covert Ops Cloak, which can't be placed on stealth bombers or combat recon ships.
But yeah, with the COC, you can warp while cloaked and remain cloaked when you exit warp. With ALL cloaking devices, you can use normal thrusters and remain cloaked (though the other cloaks cut down your speed when active).

thanks i might have used the wrong term. im not at my home pc but i was hoping to stick one of the generic cloaking devices on a mining ship so i could warp in and out of 0.0 without being gate jumped. i seem to run into problems exiting warp gates most of the time. it be nice to pass through cloaked and get my goods to market. or at least have a fighting chance. i know they use a high lvl slot so i need a high lvl stot so i loose mining speed but im almost trained to use warp drives so im hoping i can make up the spped penalty so its at least bearable...

I'm wondering if you really mean that it can be placed only on covert ops ships. I could be misinterpreting the item description, though.

The Covert Ops cloak can only be fitted on a Covert Ops ship or a Force Recon Cruiser, it can't be fitted on a stealth bomber

Don't forget that you also move at 10% of your max speed with a prototype cloak equipped. So your mining barge will be moving at 7-9 m/sec. A cloaking device might be good to switch on when you jump into a system in order to align without being spotted, then decloak and warp out. But warping to a gate at 15k, turning on the cloak and trying to make a run to the gate would be an exercise in frustration, since, at best, it would take you about 25 minutes to get there under cloak. It would still take 10 minutes with an improved cloaking device.

Well, yeah, the fuller way of saying it is that it can be only used on the Covert Ops ships with the Covert Ops Frigate role, and Recon Ships with the Force Recon Ship role.
But the misconception I wanted to avoid was the leet COCed Manticore that seems to get a whine thread every day in the Ships and Modules forum.

Well, for starters, you need to decloak to jump (this is regardless of what cloak you are using). The only way I can think of them hitting you before you did anything is if you were on autopilot, or if you were lagged out for like thirty seconds (or is it a minute?), after which your natural cloak drops.
