No... the number is *not* average over the past 30 minutes... it shows the number of people who have been in the system in the past 30 minutes (IIRC), which can inflate numbers.

First of all i wanna congratulate CCP with these 2 broken barriers of players online on the same server in the world of MMO's :D
Second is that i'm running 3 accounts and no lag at all...U have a nice and stable server that handles a lot of people, but has some problems now and then ;)

the game continues to get amazing press (it has an article on it in either pcgamer or computer gaming world or computer games, whichever one i got last week in the post, lol) and word of mouth can't be underestimated - plus, IMO, the game just continues to get better and better, so it stands to reason
the record when i started playing (about 15-18 months ago) was something like 11k, if i recall right (and please correct me if i'm wrong) and honestly, i think in another 12-18 months we'll see the 30k, 35k, and 40k mark broken, if not more.

however, there are ~2400  trial/newspyalts at any given time logged @ the same time
 so, I guess the ~26000 is the record

I think you might have seen wrong, 27,167 where on at 23:04. 28,020 is the top unless my monitors shows the wrong amount.

I was in a small fleet battle in Nonni (about 30 people) at one of the gates during the time it was 28k+ online and didn't have any problems with lag. I'm impressed.
