Can you get an agent from a Npc pirate faction? how do I raise my standing with them and whare do I find their bases?

I would say the quickest route for a player to get Pirate agents would be to do missions for a Minmatar agent. This will raise your "Thukker Tribe" status until you can get an Agent with them. Then do Thukker missions, which will raise most other pirate factions.

Hrrm ... Been doing scads of Minmatar missions and my Thukker doesn't seem to be coming up at all. (Its somewhere in the toilet, like at -7.7 or so)
I don't hunt angels all -that- often, and not at all during the mission streaks.

Yah, but it's really the best you can do. I don't think any other Empire-based corporations are friends with Pirates.
You might try to find some NPCs which raise your factions with the pirates (rival gangs, maybe) - but I doubt you will find this faster than the Minmatar missions.
From -7.7 you are looking at a LONG road. But, it will probably be worth it to have Agents on both sides of the fence, as it were.

Careful though, doing missions for pirate corps lowers your standing with all corps they're enemies with (ie: the people on the "other side of the fence") So trying to bat for both teams can end up doing you more harm than good...

Is it even possible playing both sides. I dont know it, but it stands to reason that getting a lvl 3 pirate agent would involve some rahter shady business.

Now you guys are talking advanced Agent politics. If you want to diversify, you can't just follow the "do x missions for Agent until I get a higher level Agent" path.
"Working both sides" would take a little planning and some hard work.
My advice would be to get decent CONCORD and SOE agents (These are two corporations whose friends are all in the Empire and whose enemies are all Pirates).
Also, get Agents in all the factions you want BEFORE you go work for the Pirates.
Then you can try to work it out so your faction rises faster with the pirates than it falls with the empire - and use your CONCORD/SOE agents to balance things out if you are in danger of breaching the -2.0 gap in Empire space.
Hint: play around with the [L] [M] [H] ratings of "friends"/"enemies" to see if you can come up with a way to rise in the ranks of both Empire and Pirate factions.
It's slow, but I'm sure it's possible with work and planning.
