You can't build them in 0.5 or higher, and you can't place a beacon for them to jump to in 0.5 or higher.
Edit: Capital ships can't use gates either _________________________________________________________

You CAN build carriers and dreads in .5 to .7. If you have the insane standings to anchor a POS and use a large ship assembly array. But not Titans and Motherships. -----------

With high enough skills, you are able to make a jump to low-sec from any location. Well, I'm not too sure about the Titans, since they have very short base jump ranges, but with Carriers and Dreadnoughts you should be able to get out. But suffice to say, no one had a Titan built before the building restrictions were added, so this isn't even an issue.

Doesn't the Capital Ship Assembly Array require system sovereignty, which is impossible to obtain in empire?

Dreads and carriers dont require the capital ship assembly array, they use the larger ship assembly array IIRC.
So they can be built any where you can anchor that structure, which is up to 0.7.
You can only create cynos in 0.0-0.4 systems so if you wish to move it out of the high sec you built it in you wont bebale to get it back.
That does mean you can jump FROM 0.5-0.7 but not TO 0.5-0.7
