Any thoughts on which you would use for killing NPC rats and doing lvl 2 agent missions?
And what loadout would you recommend for each?

the rifter has 3 turrets and 2 launchers but 4 hi slots and the punisher has 3 turrtes i would go with the rifter +++++++++++++++++++++++++++++++++++++++++++++++Merc for hire, anything withing the limits |

my rifter with mega skills went 1120 m/s . i used it for all my agent missions, till i got my implants, sold them, and bought the scorpion i am riding in now . i used 3x200mm scout autocannons and a cruise missile to take out npcs with ease, though i went to get my cruiser for the level 3 npc kill missions.
pure speed was often enough, i had 2 partial hull overdrives (very low cargo penalty) and 2 cold gas ABs. i only encountered a few missions where i needed more cargo, in which case i would grab a speed kitted bestower at ~800 m/s.

Punisher because it can fit a MWD. Talk about a fast little bastige! It takes a max of 2 seconds to go to warp and hits 2500+km in seconds too.
in 47 L2 missions only 2 did I need another frigate with more cargo space.

MWD on a frigate? I've never tried it, but i'd imagine the cap drain would only give you a few seconds of mwd, then when you jump to the nxt system you'll have no power left to warp all the way to the next gate. :P

you only need to hit the MWD for 1 cycle, rarely 2 in order to hit the jumpgate. and I always have plenty of cap left except where the jump is over 120au.
And all total if I just let it run I get about 4 cycles of the MWD before my cap is drained.
with diagnostics in the low slots the Punisher recharges quite quickly and cap is never really an issue.hell, I only use 2 diags because I use 2 cargo expanders to increase its somewhat limited Cargo of 120 m3 to 190 m3.
And MWDs cost 85k I believe.

Heh, I love the Punisher when doing agent missions. An MWD, a couple of Diagnostics for recharge and Nanofibers for (even) quicker entry into warp. Zips along like a bat out of hell, and so far I haven't gotten many missions that require more cargo space than is available. Once in a while you'll drop out of warp due to lack of cap, but not nearly as often as one might think.
