The "High Tech Connections" and the "Military Conections", both of them state that they will improve LP gain by 5% toward various agents. But between those I identifield Inteligence and Surveilance as departments that overlap in both skills stated above. My question is: if I train both skill I will benefit from 10% LP improvement by level (each one give 5% LP improvement) or they do not sum at all??? Thank you

You should train some forum skills first like "Thread efficiency" 5% less threads per forum group.

They do stack.

The LP connections skills stack in an additive manner, not multiplicative, ie both skills at level 5 would give a 1.25 + 1.25= 150% boost, not a 1.25 X 1.25 = 156% boost.

No all departemnts have 2 Skill books that effect the LP totals -- BIG Lottery, Deal & Sales | Skills Showroom

Just to understand, (I hate math). You refer to 1.25 as a single skill book that boost LP at 5% per level soo 25% at lvl 5? If soo I was right...2 overlapping skills will sum at lvl 5 (both) 25%+25%=50%.
If soo I conclude this is really nice to do. The only problem is the cost of each skill that goes aroun 70 to 100mil each. Is there any other inconvenience that does not make their training worth? Something that I may be missing?

Yup. These Connections skills are the only skills which stack in this way. Everything else multiplies.

If you're a hardcore mission runner, then the only inconvenience is the price or the fact that agents offer them so rarely. 
They're available if you have 15K LPs with an agent, although I got my first (and only) offer when I had 25K. If you keep the LP total hanging around 15K, you should get the offer (eventually).

In my expirience u need about 10% more than 15k LP. I have an agent, who I keep at around 17k LP - got 2 skillbooks this way. (in 3 month )

Not trying to derail the thread, but I find your signature picture offensive, Celeste.
I'm sure it's meant in jest, but I don't find it very funny.
I appreciate the sentiment, but the image is a step too far. If you'd used a gollywog instead of the ghost, I'm sure you'd get even more complaints.

tbh, I dont really care. Its some kind of a symbol connected with a bit fun and irony. If u cant stand, it just ignore it.

But, now that the potentially offensive sig was nerfed.....
Getting both skill books is worth the isk for an L4 runner. I recently bought 2 of the advance skill books for 120 million total. Generally people guesstimate that each lp is worth about 1500-2000 isk in the offer pool e.g. 16000 lp offer should get you about 25-30 mil in isk or more.
By that reasoning, buying each book and training both to L5 will get you 50% more lp and in order to pay off the cost of the books to start making profit, you'll need to run misisons worth (unmodified LP amount) 120,000,000 / 1,800 = 66k lp. Some higher quality L4 agents give missions in the 5-7K lp range per mission, so you can see that within a few weeks, these books have paid themselves off and are making you sheer profit.
Using a high lp mission like say, Guristas Extrav as an example, you'll get maybe an extra 2500 lp per mission with both @ L5, and that is roughly 8-10 mil. Yeah, the skills are worth it. Probably worth more than they sell for actually.
And the guy with the electronic warfare drone question- yeah, the skill works for all drones.

1. I have the skills already. 2. The skills come as agent offers. 3. I may get the book offered to me. 4. I sell it for more than it costs right now.
