Apologies if this is oft tread ground, I did the search dance and went as far back in the forum as I could handle and didn't feel like I ever got the info I needed.
I'm looking to the (far) future and cov-ops in PVP, so I'm wondering what bonus (if any) drones have to a cov-ops ship (frig and recon). There is a lot of mention about the ships' relative weakness in combat, would drones help balance that out any? If not what race's ship should I be looking at here? And is there a weapon setup that is best (Hybrids over missles for speed, etc)?

Not sure what your asking, drones in a covert ops ship? Drones bonuses are as normal, affected by interfacing etc. Certain ships like Pilgrim have a drone damage/hitpoint bonus.
For covert-ops recon, the droneboat you'll want to look at is the pilgrim.
And as it stands I dont believe any weapon is the best. If your looking at the pilgrim you dont tend to fit any guns anyway. Just drones nos tank and EW.

Let me see if I can clarify. I keep reading about the relative weakness of covert ops ship's offensive power. Would drones compensate for this deficit? And would that make the Caldari ship the weakest/worst since it can't carry drones?

The thing is that cov ops simply are not meant for dps. The gallante has a drone bonus, but you will never see it being used exept for a (probably most futile) attempt for self defence.
A cov ops is effeciently a paperthin spy plane. It is NOT a solo ship. And in groups you are there to provid intel and won't decloak in battles after you provided a warpin point.
It can be probably used as tackler (meaning it is using a webber and warp scrmbler to prevent another ship escaping while dps ships in your gang finish it off), but thats a very risky business since they do not really have more hitpoints than a t1 frigate and loosing a cov ops is 60 mil down the drain if the cov ops cloak doesn't survive the ship destruction.

the only pure covert ops ship with a drone bay(a whopping 5m3) is the helios(gallente), but the helios is lacking in other ways

Arazu has a decent drone bay (40m3). With tech2 drones and guns, I think it has the best raw DPS of any of the force recons. The caldari recons, by comparison, have the DPS of a 4 year old with a whiffle ball bat, as they have no drone bay.
Ive actually rat hunted in my arazu before in 0.0 without any trouble. Ive tanked an 8 mil domination spawn with it, and DPS wise I didnt have any problem soloing battleships with 1.5 milish bounties. Of course that NPC hunting setup would be next to useless in PvP, but its great if all you care about is getting somewhere deep in 0.0 to rat, and not having to worry about gate camps enroute.

So the stealth bomber isn't even good for popping frigates with its 3 cruise missile turrets?
