Off the top of my head:
Stay out of range . . .
Micro Warp Drive (MWD) can help you get out of its range . . .
EW the ship into losing its lock . . .
Your own web can even things out . . .
Nos or Neut can drain cap, with no power the mod is . . .

There is no specific module that will actual turn off the oponents web although flying out of range or using ecm to make him lose the lock will work -------- Kill em all and let god sort em out

Basicly... NO
Your choices are AB / MWD / WEB / ECM
Ecm is probably the easiest solution. Once jammed use the jam time to move out of web range 10-14km on anything but a Recon.
Other than that your best bet is webbing yourself and then hoping your propulsion mod can get you out of their range before they bbq you.
Ie. You are both in ships with a base velocity of 1000m/s. You both web each other with a Fleeting reducing both your speeds to 100m/s. If he doesn't have a Ab himself you can kick your speed up to 220+ m/s and try to exit web range. (Easier with a mwd, obviously..)
Other than that if your in a setup thats vulnerable to close range ships dont let them enter <10km in the first place.

dictor yesterday got my taranis dual webbed then went outside my ion range :(
best bet is killing them, then ECM, but you are far FAR _FAR_ better, just not getting within 10km of anything that will web you :D

Actually the 'Statis Webifier' is a counter it self. Its a counter to speed deamons.. the web doesnt have much of a marginal effect if the target is not trying to keep a certain range with you.
