Normally EVE is very stable, but yes they have had issues lately.
I think the point they are trying to make is that it is very probable that the issue is not EVE itself... and that a single shard game server has some vulnerabilities to attack that other large companies do not (which are self evident).
We have seen instances in the past where EVE was the subject of said attacks, we have also seen instances where there were issues with the network hops close to their servers. Rarely (although there have been a couple of times) have we seen an issue that was directly caused by EVE or its servers.
It is very easy to point the finger at CCP when something like this happens, and it could very well be an issue at their end... but usually its not.
