I looked around, and it seems Procurement is broken/never worked according to the skill info text - are there plans to fix it? if so, when?

I bug reported it once. They said it was working fine.
I sent in some pictures and said it didn't do what the description said. That was seven (7) months ago. Still waiting.

In the words of Inigo Montoya: "I do not think it means what you think it means"
Procurement only allows you to place buy orders for items that are already for sale on the market in the station you want. After doing a search for that item and have found it in the station you want to put the buy order in, select "Buy Item". If you have procurement to a level that will allow you to reach that far away, there will be an "ADVANCED" button in the bottom-right corner of the new window. Push that, and it will allow you to set a new "Buy order" price, quantity, and distance. When you submit your buy order, it will then be entered in to that station and the isk removed from your wallet as usual.
Repeated for Emphasis: Procurement does NOT allow you to place buy orders in a station where that item is not currently for sale.

One of the best descriptions I have seen given for how this skill works.
