This idea will not need balancing, or even alot of work done to make it happen. It would be purely for fun and immersion. I know most of you have seen the evolution video trailer. My idea is this:
When in a gang, and nearby other ships, they should make a very light, almost unheard radio chatter. I think it would make the game sound AWESOME, and make a reason for some people to turn their sound back on. I know, that if I was in a fleet and mid-warp hearing radio chatter I might need to change my pants before we reach the next gate...

I like the idea, I think it would be nice atmosphere when you were in a gang. Very sci-fi staple, and for good reason.
However, I think you bring up an even bigger point.
1) Not very may people play this game with the sound on. It isn't because the game sounds bad, but because the game simply runs faster with the sound turned off.
2) When your running 2 accounts, if the sound is on it causes random freezes.
The bottom line is gameplay > all. If CCP could find a way to make having the sound on or off produce no change in performance, then I'd have my sound on, but the simple fact is that having the sound on results in a performance hit, so the sound stays off.

That's a good idea. I've seen this idea used in many other games and it seems to help much in battle. Yes, this can cause lag, but that should be a choice to people whether they are able to hear others or others hear them. For example, a button that when turned on, you are able to hear other's talking in local, gang, or wherever the button is located. Still, this is a good idea, but people use things like TeamSpeak and Xfire anyways. But it is a good idea because those programs create more lag ingame, and if a talking program was avalable ingame, more people would use it because, hopefully, it would make less lag.

He isn't talking about adding voice communications (which is already being integrated into EVE).
He is talking about a sound effect. IIRC, the Metal Gear solid games used the type of sound effect he is talking about a lot. It is a very atmospheric effect, and adds a lot to 'high-tech' or 'sci-fi' moods.

I like this idea. Perhaps have some hours of pre-recorded radio chatter which people can hear in the background. You will be able to hear gate controllers and docking managers talking to ships.

OH yah that'll take a while to make but yes I would say that it would be worth it. Sounds like a good idea to me.

It's a good sound effect, no getting around it. WHen actually using teamspeak in a large op, with several echelons of command chattering back and forth, it adds a sense of drama and involvement to routine tasks like gate camping or endless gang warps. I think a lot of that atmosphere could be recreated with the generic "hubbub" effect.

Get a radio and head down to the nearest busy canal drawbridge. Be slightly off gain. Go through and fuzz out the bits that are too specific. Mix. Voila. Throw in samples from financial analysis. Mix in EVE npc corps. Separate into small chunks and randomize.
I don't know if those bridges are everywhere, but there is at least one in every town where I live. Maybe the easiest way is to borrow 3-4 cb radios and tune them all to different stations since the output on any single station tends to be intermittent. Truckers talking is pretty par for the course in EVE. Weather reports might crop up when you go near planets.
Weird semi-regular pulses or spikes would be interesting when you go near clouds or suns or moons.
If you could somehow combine the scanner and the ambient sound.. that would be pretty wild. Like if there was no local and suddenly everything went dead quiet and it made the hairs stand up on the back of your neck as it dawns on you a pirate signal damping array might have been deployed as he scans around for you. Or maybe a nice "ping" whenever a scan is made to alert one to paranoid people..
I might put up with the warp noise for that.
