It really depends on what the FC needs. If a fleet composition is based around xxx range, or xxx speed, etc-- then it becomes important to be skilled for it. You don't want to be the guy missing something like High Speed Maneuvering V and cap out when everyone else is still hot on the MWD. Likewise, there is a large enough difference between T1 and T2 drones that even if you can fly that Ishtar, not having the T2 drones to go with it may gimp your ship in terms of range/damage.
Remember most fits are built using an 'all V' character. FC's are going to assume that if you are flying it- you are fully skilled to do so. An FC will not be pleased to hear that you aren't keeping up, or are out of range when the rest of the fleet is happily killing something. Just listen in sometime when the guy with JDC IV forces a move op to completely re-route. |

It depends in what i want to do in my future, if i have to wait 60days to get a skill to lv 5, but that skill is in one of my projects, then i will wait that time to get it.
but skill plans dot have only 1 skill, so when i want to follow a plan, start training the lesser skills with shorter training time, then the big skills that takes lots of days to complete.
maybe separate skills by their primary attributtes to make a remmaping in some stages of the queue. |

Almost all 4's with certain unlocks at 5 for now. Once I finally settle on something I'm comfortable flying, I'll quit the mess of cross training thats dogged my skill queue and focus all 5's for it. |

I train by ship, in remap layers of a year or slightly longer. Eventually I like to train everything to V, with the exceptions of TSM, and rigging skills. With so many characters, I can wait it out.
In the first year I start on Intel / Mem and train one ship out of attribute to IV (Recons, most likely). I stop with core skills at IV, then move to Per / Will to round out multiracial ship skills to V (Battlecruisers and below--the last batch of new characters was lucky for the Destroyer/Battlecruiser/Command Ship redistribution).
At the beginning of the third year, I go back to Intel/Mem and finish up all core skills to V.
What results are characters like these:

A year from now I may burn a remap to train all subcap T2 ship skills to V, without Marauder for those two. I'll put drone skills on them but stay away from Missile and Gunnery DPS. They'll be mostly Cruiser support (HAC, HIC, T3, Logi, Recon).
Oh I just remembered. Those two will be my leadership characters. I have others, but they're not Rains.

Some times lots of Lvl5s stacked make a huge difference.
Like Missile projection skills, the result is greater than the sum of the parts so to speak.
Longest Skill i have trained to date was Fighters 5, though the bonus is pretty large so its worth it. |

I trained all my gunnery support skills to 5. .... ... then switched to missiles , now training those , meh.
