i have seen 100 ISK and 100000ISK
how come costs vary so much?

Coz players can change it themselves, at one point people could change it to millions and lots of people lost alot of money, now CCP have capped it to prevent griefing

the money spent leaves the game. It does not go to the person being mailed.
I set mine to 100k to avoid spam and to as much as possible hurt those that send me the isk selling messages. They can all burn in hell.
If you see me in help and want to talk to me, just ask nicely for a convo and I will add to buddylist to negate cost. Once in my buddylist it is rare to be removed, I just like to be sure that it's a real person.

I left mine at 100isk, I like reporting spam :) but yep thats pretty much it. you can adj your settings by accessing the eve mail and the rite clicking on the word "inbox" and then settings. you can also add ppl to ur mail list or ban them from sending u mail. As well as increase the cost. I just wish that the cost would come to my wallet :) but obviously that would make alot of ppl rich fast especially if it wernt capped, id set mine to 10 mil lol.

Well the fee to start a convo with me is also set to 100k (capped at this). It prevents some of the more annoying people to contact me, as well if people love to send hatemails they have to pay for it. Oh well even if it is just a lovemail you have to pay if you aren't on my contact list.
But be carefull, this charge is also for inviting into a gang. With other words you should whitelist your alliance and corp at least. Otherwise they will start to complain
