Each item sold by an NPC is treated as a trade good. It has a "default" price, each time period (day?) that it is not sold, its price decreases to a certain threshold (10% reduction I think). When an item is purchased, the price goes up, up to 10% over the default value. Items such as skill books are rarely sold, so their price tends to stay towards the minimum the NPCs will sell them at. It would appear that all NPC prices have been reset to the default value, over the next few days the prices on items that aren't sold all that often will drop down to what they were.

It didn't work like that for skills before.

I have seen the same happening in the systems I am in, Metropolis/Meimatar. The two months I played, skill prices from NPCs were stable, all stations had the same price and the prices were nicely rounded (like 67.500 or 120.000 etc). After the patch, the prices are around 8% higher and every station has a different price (though still very close to each other). The prices are now more like 71.231,89, etc.
Guess the skill book prices follow the normal market rules now.

Ehm... why should it stay static?
One of the best things with EVE-online is the fact that its got a somewhat working economy. This just helps it. I say hooray! \o/

Eve has horrible problems with inflation.
Anything that takes more money out of the system is beneficial IMO.

Like Hllaxiu said. Skill books are treated like NPC trade goods. Default price for Gallente Cruiser is 500,000 ISK. If someone buys all the skill books from the station the price will go up. Because nobody buys that many skill books the price steadily goes down until it reaches 10% below base. That is why you have seen them go for 450,000 ISK. Something, maybe a server side patch effecting the market, reset the NPC prices. If you wait the price will return to 450,000 ISK.
