I am not asking which is the best dread, since that is always the one you have... but which dreadnought is the best for tanking...
I would originally think the minmatar dread, since it could armor tank and not use cap for its gun... but I am not sure...
which dreadnought is the best tank? or can all four dreads run thier reppers with normal tech I and II fittings... with out having to go officer mod level.

i know the crystal implants don't work on a cap ship shield booster... but do the armor tanking implants work on the cap armor repper (one that does 5% less time and another that does 5% more armor repped?)

As it have been said so many times before, there is no best in EVE.
The Amarr dread, Revelation, would be the best armor-tanker with it's massive cap and 8 low-slots. But the guns use a lot of cap, as do all lasers.
With its 7 med-slots, the Caldari Phoenix would be the best shield-tanker, but it has crappy cap.
The Gallente Moros is probably the best armor tanker, even though it has 1 less lowslot and less total cap. The guns use lesser cap than lasers do and it has another med-slot for a recharger or whatever.
And finally the Minmatar Naglfar is just not fun doing either with. Crappy cap, evenly mixed med- and low-slots. Nope.
I'd go for Moros then Revelation for armor tanking...

also... i was told that, like the crystal implants, a shield boost amp does not work on a cap shield booster... anybody know if this is true?

i had a moros setup that could use 2 capital reps indefinately. it got slated on forums so i know use hippokings which is pretty good .

3x Estemel modified invulnerability field 1x Estemel shield boost Amp 1x capital shield booster 2x chelm's modified cap recharger
3x Drachlir(?) modified PDU 2x Estemel's modified BCU
And a CBC or carriwer with the proper shield tanking mods, in your gang, likely at a safespot.
Not sure on the exact results of the above setup, but your resists will be insane, your cap recharge will be fairly high, and killing you will take quite a large amount of firepower.
And whoever kills you will be a very happy camper.

Someone with tens of billions of ISK, and likes to have fun when playing a game?
...or Cally, since I can see them being broke in a year after 'learning to pvp' in officer fitted ships.

Tested the Moros on the test server the other day, depending on what your target is POS or fleet combat. Didn't use a seige mod on this at the time of testing.
3 heavy neuts/3 dual 1000mm 5 cap recharger 2s 2 capital armor reps armor hardeners on the rest of the lows (lowest was like 70% resist)
Tanked a seiged dread (Moros) and also played with a few carriers (not at the same time). Was able to tank the Dread for a while, granted was moving to make it harder for him to him me at times. But all in all it was a solid tank. Few hits where for 8k but was able to rep for a long time. Didn't have to worry too much about cap with the CRs on.
