I paid the $10 Fee to change a characters picture (on my other account) and it seems to only be half working (not talking about forum pictures or character selection pictures).
It said (and I understood it as) it swaps the photos of the two characters you select. Alright. So I made an alternate character with that photo I would want, selected it as 'source character' and choose my main character as the 'target character'. I waited for the daily reset (when it claims changes would happen ingame), and the only change is that my alternate character looks like my main character, and my main character looks the same.
Did I do something wrong? Do they not swap, but instead just copy? Even if that's the case, the target character was my Main character (the one that still looks the same).
It has been several days now (4, going on 5) and i've yet to see anything else happen character picture wise. Did I waste $10 USD on a faulty service provided from this website for my account, or is something happening which would prevent them from updating them on the daily reset (when it claims a change would show, which one [to my main] has not yet)?

Nope. You didn't waste a thing. The change will definitely take place.
A friend of mine paid to have his avatar changed, and it stayed the same on the forums & billbords in space, etc. for close to a year.
So, hang in there. Your $10 will take effect soon(tm). |

Yeah mine has changed in game, but it took a month. Try clearing your cache out, that might expedite the process. The forums still haven't been updated with my new avatar and it's been about 3 months.

The pilots above are absolutely correct. Clear out your cache folders and you'll be good to go as long as there has been at least one DT inbetween the time your ordered the change and now. As for the Forum pictures..... well.... its been 18 months and counting for some people. CCP says they will get around to it. But, imho, 18 month lag time must mean that it is pretty darn low on their "to do" list. So, enjoy your nw in game pic, and don't worry about the forums.
