Can drones attack a target that isn't locked by the ship controlling the drones? Can drones attack a target that's outside the targeting range of the ship controlling the drones?
That is to say: does ECM + Sensor Dampener = drone pwnage?
Also, if you were going up against a ship that had ECM (say a 33% chance to jam) and sensor dampeners (-50% targeting range), how would you take him out? Go in fast and hope he can't outrun you? I've been playing around in quickfit and the ECM+Dampener combo looks absolutely deadly.

Yep, drones will attack a ship that initiates hostile action toward their parent ship, including ECM. If you start to jam a ship, its drones will automatically begin attacking you.

Yes and no. If they're already attacking a target, they'll continue to do so even if you leave their parent ship's targeting range (or reduce it with sensor dampers). But they won't start attacking a ship outside the targeting range, so dampers provide partial protection from drones.
