I have 2 characters that I need to decide on direction. I have a Caldari missile skills char and a Amarr turrets char on different accounts. I was thinking about HAC and Recon. Which would be better in either role? What are the advantages of either kind of ship?

TBH noone can say for sure because by the time you'll fly them, assuming the characters are new, the best HAC/Recon can change. I would, however, strongly suggest that you make one of them a BS pilot because T2 can't always get the job done as well as BS...such as (IMO) in sniping or hunting rats at 0.0 belts.
As for the flavor of the month, the amarr recons "take the cake". However, the caldari ones get ECM bonuses, and ECM is the ultimate flavor of the month right now. However, ECM-specced ships aren't very common in solo atm because you don't need one to lock down your opponent in 1v1 enough to kill him. In gangs, that's a different story, but the downside is that you'll be called primary (although I would imagine that the Falcon is very good at jamming at super-long distance). Long story short, I think the caldari recons would be more useful in gangs, but that the amarr ones would be more useful in solo. As far as HACs go, gallente and minmatar HACs are more popular atm.
Like I said, everything is subject to change.

Caldarie with a rook.Or if you want to solo the amarr with the pilgrim.Really depends on what you wan't to do.
Both have good HAC's too.Tho the cerebus has mobility issues as most caldarie ships do.

Well both can already fly their respective Tier 2 BS. I am thinking of taking one down the HAC path and one down the recon or command. Don't really know.

Not necessarily complementary. I really don't plan on running them both in pvp. Maybe one could help the other in PVE environments but PVP gets too hectic for me to want to run two chars. If one was to go towards recon or support and one towards HAC which is race has the better of either?

There isnt a 'better' dude, as mr peanut said 0o things change... ya never know, by the time you have trained for say.. the zealot, a patch could come in and nerf something and all of a sudden the zealot is now pwning the vaga all over the place.
The only thing people can really do is give you their opinions, also i do believe that their are 'ideal' ships for certain situations, i.e. Eagle in low sec popping off frigs from gate, no other hac does that better than the eagle...
The vaga for solo ganking, having the luxury of 'choosing' its targets, but as i say that will change more when they change WCS. So vaga will take a little kick in the bollox
