I remember it beguning after the period of all those 101 guides, one of which mentioned this. People are joining mission runner corps, watching them fit their 1bil+ gear to do a lvl4, and then they fit the anti-mission runner setup and blow them away. Or the CEO escorts new members with all their bpo's & expensive gear in a hauler, then pirates the hauler with no impunity.
