I breesed over the explaination on the website, and what I came away with is that the system is basically just like the ranking system used by playsite.com and their board games, like monopoly, which is hella fun!

And yes, I too thought he was talking about Electric Light Orchestra!

Each player has a rating eg 1000 points. If you kill someone your rating goes up by X points, if you lose it goes down X points.
X points will depend on the rating of your opponent. To quote a website:
"In general, your rating will be adjusted by several factors: (a) the result of your game (win, loss, draw), (b) your opponent's rating, (c) the stability of your rating, and (d) the stability of your opponent's rating. "
Take a chess example: I have a rating 1700 and I beat a player with rating of 1000. I may now have a rating of 1700.0000000001 because it was almost 100% certainty I'd win that game. If however I lost, my rating may drop by 100 points.
Now you also have a stability rating (which I hope eve implements) so for example I have a rating of 1700, a brand new player joins with a rating of 500. This player happens to be a grand master and could beat me in his sleep, but there is no way anyone knows this we only have his rating to go on. My rating is in for a large drop maybe 700 points because according to the ELO ratings I should win 100% of the time.
This is where your stability comes in. Each time you play a game, win or lose, your stability rating increases. Each day you don't play a game your stability rating drops. the higher your stability rating the more accurate your ELO rating is.
So if I play that game again 1700 vs 500 the 500 players stability rating would be 0, thus win or lose my rating would not change at all. However his rating would adjust by quite a lot if he wins.
Now in chess terms this is simple to implement as the only variable is the player skill. They both have the same peices. Taking this to eve however proves slightly more complicated. As the type of ship your in will also determine the liklihood of you winning an encounter.
You could have an ELO of 2800 and be fighting someone with an ELO of 1600 both of you have a high stability, but you are not flying your normal battle ship, instead you've choosen a bantom for a currior mission, now your elo may say you should win, but we all know different right :P
So although the ELO system in theory is incredibly simple to use, it has quite a few quirks that I imagine the devs will need to solve in order implement it in an eve environment if it is to actually be of any use.
Also I've assumed its been implemented for determining whether you are better than someone else, it may be used to deal with security ratings etc

Well i think it will be hard to make it really work in Eve.Of course an important factor is the fighting abilities of a pilot,but another very important factor in Eve is amount of money onehve and the abilitie of making money.I mean one can be hard struck by losing a cruiser , and another one cannot even be bothered by it...

The question is where in EVE the ranking will be used. It makes little sense to use it in anything besides competitive gaming, be it fighting between equal ships or groups of ships or so forth, it is afterall somewhat of a standard that is used in most 1v1 style games out there for ladders and ranking.
