The bookmarks should be removed, they cause too much lag, and can be used to lag out nodes and do other dastardly things.
An insta is a bookmark that allows someone to warp to jump range of a gate (or dock range of a station). To this end a skill would be created that will allow someone to have the warp to 0km option for certain regions. Perhapse call it "Rapid Transport" or something similar. This would allow a player to have regions of insta travel.
Rapid Transport 0 would give 3 regions <--(Not a typo) Rapid Transport 1 would give 4 regions Rapid Transport 2 would give 5 regions Rapid Transport 3 would give 6 regions Rapid Transport 4 would give 7 regions Rapid Transport 5 would give 8 regions
This is how this would work Each region in Eve would have 12 "Instant Traveling Anomolies" spread out in random systems (and showing up on the map) If a player wanted to have the instas through the region they would have to target any 8 of those anomolies (The reason for 66% rather than 100% is to prevent people from getting killed by someone camping the anomolies). After they have done this, they will have the option of getting an insta set for the region of choise. The insta-set will be copyable and escrowable so you can give the region to your corpmates or sell it for a profit. If you have too many insta sets you will be forced to delete one. You can also keep regions that you are not using in your hanger.
What this does is get rid of all of the insta jump bookmarks, It perserves the home region advantage of instas, while limiting the ability of others to make instas in space they wish to invade, It also perserves instant travel for newbies, since even level 0 of the skill should be enough for their first 0.0 experience.

I don't support anything that has a "warp to 0" option. 5km at the closest imo. Ship mass, speed etc should mean something more than "aligning speed" & "aligning mass".

Warp to 0 simply replicates the function of instas, without the bookmarks. Which is all that I think needs to be done.

Thats is where I disagree with you. I dont think lag is the only problem with bm's.

Whethere you think there are some important flaws with bms, the fact is that introducing 0 km warp option would solve the lag issue while maintaining status quo on game balance.
Other issues could be addressed at another time

I understand that position, but why not just fix it once & be done with it rather than having these debates day in & day out. I personally think a "warp to 5km" is the best solution for all aspects of eve.

As a miner/hauler I enjoy the saftey of instas in my regular area but I at least recognize how irritating it can be for pirates/campers ( goons that you all are! ) And I agree that a warp to 0 is no more a good idea than intsas themselves as ship mass and all that really should add to the mix otherwise its usless, my Mammoth should never be able to make a trip as fast as a shuttle as it currently can.
The 'status quo' in game isn't the what it should be and if it takes a 5km minumum for example, well then folks (me included) might just have to chage some stuff around and throw nano fibers or stabs in thier setup. These things are available so I don't see where a warp to 5km would really be a big problem. Granted, it would increase travel time a bit, but that goes back to the whole ship mass/speed stuff. There is a reason after all that ships travel/align at different speeds in the first place.
