An idea: Add an additional timer per account (not per char, per account). This is a skill training offset timer, it is normally 0:00 and has no effect on anything.
Stick: Someone is being naughty, but not naughty enough to warrant banning or other serious action, the GM therefore reduces that person's offset timer by a couple of hours (for example). Until the timer counts back up to 0:00 they won't get any more points on whatever they are trying to train (if they are not training the counter does not rise).
Carrot: Someone has been good (not sure how), or the servers have been down unexpectedly, the GM therefore increases the relevant offset timer(s) by a few hours/days/whatever. Until the timer counts back down to 0:00 they get double points on whatever they are trying to train (if they are not training the counter does not drop).
Thoughts?

My initial reaction is that any means of people being able to control me i don't like. GM's could ban me yes but then they would lose money.
If for instance with jetson can mining this had been around they could have used it to stop that methord of mining (they couldn't ban people for it because so many people did) instead of creating secure cans. So we as players would lose some of our power.

Sorry, when I say naughty I don't mean that they use it to control silly things like jettison mining. The GM's are hardly going to wander round space looking for epople doing that and slapping a few hours training ban on them.
By naughty I meant spamming the forums stuff like that..
Banning would still be available as an option, but this could be used as a lesser punishment..
And, hey, don't forget the carrot bit too! :-)

I think the idea is a valid one. I too was going to raise a point to CCP after this huge outage whereby instaed of the 2 days free they gave us 1 days free training??? I logged on last night at 10:20PM to change over skills and the server was still down therefore I have wasted 18hrs training time :(
