It's a hard question to answer, actually.
RW, if you want to go for pure cargo capacity, the Gallent Tranport carries the most.
However, if you to actually carry out the role of a Transport, carrying loads while being able to maintain a good tank, the Minnie or Caldari are the best.

Yea, the Occator looked to me (without doing all the math that I suck with) to have the biggest cargo hold.
But the Bustard looks like it can carry almost the same amount and still have a decent tank on it.

(Did this a while ago so things might have changed)
I remember testing this, the results were that the Impel held slightly more than the Occator using the Giant Secure Container method, however for the slightly less cargo you gain more flexibility with the Occator..

Blockade runners are in fact one of 2 types of transport ships, the other being the deep space transport. However, it seems the OP made a mistake with the title and should have mentioned deep space transports instead.
That being said, the bustard can carry the entire contents of a jet can if using giant cans while still having a good tank.
