Ok, removing BMs in their entirety is not an option. Mision runner BM cans so they can go back after the mission is over to collect loot. Miners makes instas back and forth from belt to Station for mining, Pirates make Sniping and Safe spots for piracy etc etc.
99% of BMs are G2G. The gates have been there for years, and have not moved. So why has the Eve regional sovereigns not seen the monetary value of offering a service to pilots, cutting BM resellers and scammers out of the chain?
You enter the region you wish to have warp to 0km rights for, dock at the local region representative station, and purchase "Warp to 0KM" rights for that region off the NPC market. Job Done.
If that region does not have a representative station (i.e Catch) then these Warp to 0km rights can be bought from any bordering region.
That would cut out the need to 13/14,000 of the bookmarks currently blocking up my people and places.
It does not victimise anyone, as they can still create, rename and delete Bookmarks (not copy) so Safe spots etc can still be made, but it drops the thousands of unrequired lag monsters that come in shuttles named "Domain" and "Forge".

Kinda like maps in RPGs? That would be a nice idea.
First of all, it would introduce another money sink. Second of all, it entirely removes the need for bookmarks to be stored. If a region is mapped, the game offers warp to 0m in there.

The problem with insta BM is not only due to the strain they put on the server, but that they allow invulnerable travel. Any replacement of 'instas' need to take this into account and most 0km warp options don't.
For example in your system you War Dec me. Now how do you attack me? I pass through the gate too fast to be ambushed their. I have an insta straight to my station of choince. Ive fitted wcs across all my lows - Im basically untouchable - not good for PVP and not good for RP.
Theres a good 'starmap' solution here somewhere which is broadly similiar to your idea - check it out, or my own preference which works on a similiar lines to you 'pruchase route at station' - the pre planned route.
Both these ideas cause the 'insta' to either degrade - or diappear entirely - in certain circumstances, thus adding vulnerability.

Anyone stop to think that the devs wanted to move gate snipers away from 0.1 to 0.4 and to 0.0 by putting in gate sentries? With one of the latest dev blogs its more aparent (the one on fleet combat and ranges of ships being too much) that they are also targeting those 200-250k snipers
Move to 0.0, learn to use a bubble and stop your complaining as instas are currently the only valid solution for someone under 45 mil SP to get away from a gate camp safely. Taking out the ability to speed up travel will also cause more people to remain in empire as I wouldnt want to travel 6 hrs there and back to sell a few mods

Would be even better if "Warp to 0KM" rights also expire.

Yup, I have quite good feedback with this in local/corp channels. Another couple of ideas are.
Different grade rights - Low grade rights would only cost say 10mill per region and warp you to 10km, Medium Grade 20mill Warp to 5km, and high grade 30-40 mill - warp to 0KM.
Also, if you do not visit that region for 3 months, the regional auditor will deem you missing presumed dead, and revoke your rights.

Well, I'd say they become outdated because positions and constellation of stars change.

They couldnt become outdated, as you are not buying bookmarks, all you are doing is buying 'rights' to warp closer to an object in their region. If a new object appears i.e a gate, then you automatically get warp to 0 rights for that object.

Well I read somewhere prob devblog that Ship implants would be introduced which would be destroyed with your ship. Why not have an implant for your ship which gives closer warps, to station, gates etc.
Advantages:
Isk sink, since everytime you loose your ship it's destroyed you would have to buy a new one creating an isk sink.
Fairer, 0.0 people who are richer would need the more expensive implants for 0km warps and loose them more regularly. while empire peeps wouldn't need them or only for low sec and even then not in all their ships.
Problems:
Bm's are still needed for safe spots and sniping spots. Perhaps you could have more warping options cuch as a 250km warp and have the observable area around gates as unbokkmarkable like you can't microwarp in a deadspace complex.
Pods, well obviously if the implant is just the ship then your in alot of trouble when you're in a pod but perhaps pods could all have implants already installed, or you could have the option to install implants in a pod, since people without implants in a jump clone might not bother with fitting an implant for their pod.

Incorrect. Partial protection. Oveur overlooked the other side of the gate.
Further, you can take into account that factor without making ships more inherently vulnrable, but instead adding new ways to interdict
Votac, or you can do 0km, not bother with the rigs and save CCP a LOT of coding. The only people who benefit from your idea ar the 200km GriefPK snipers, the VERY strategy in the game which has the most broken risk/reward and needs fixing!
Further, an ISK sink is NOT an upside, it's a downside unless a further ISK drain is required, and CCP have not indicated any such.
