Incase anybody didn't know:
You can enter systems with lower security status than 0.6 if your standing is -4.5 You can enter systems with lower security status than 0.7 if your standing is -4.0. You can enter systems with lower security status than 0.8 if your standing is -3.5. You can enter systems with lower security status than 0.9 if your standing is -3.0. You can enter systems with lower security status than 1.0 if your standing is -2.5.
This information is NOT displayed on the CCP website but IS part of the way we play the game.
I had to lose my Dominix due to this lack of information on the CCP Eve website, which they refuse to return!
I'm just putting this on here so that you can benifit from my experience and also learn that because it's not in the rules doesn't mean that you can't be punished for it!

Yeah, I wish it were how it use to be.
If you were -5 or lower, you were shot on site in .5 or higher..
Now I have to wait till I'm -1.9 before I can go back to my old ways :)

Redundancy had promised me a write-up on this issue over a week ago. I'm glad somebody finally figured it out.
Mods, care to make this a sticky in Q&A?

I complained to a GM about this months ago, about how there's nothing in the tutorial that tells you jack and the manual is useless. They could atleast update a PDF file for us to download with new rules etc. Right now, it's best to learn teh hardway. Which for many of us=loosing a battleship. So they're not going to have a popup in the training bit to tell the majority of people who don't have a clue there even is a site?
