Allow players to anchor named beacons ("gate beacons") in systems, just like secure cans. They are always visible on the overview (i.e. at any range, but still controlled by overview settings) and people can warp to them at 15km to land on gates, if they are placed correctly. They have owners (i.e. they are colored on the overview) just like cans. Gate Beacons can be destroyed, but have lots of hp (more than a giant secure). Optional, but requiring more work: permission system like POSes to allow "warp to".
TODO: work out how to prevent overview cluttering with too many beacons anchored by different people (limit beacons to X per system, or add convenient overview options to filter them).
Then, limit BMs per player to 5 per system and 100 total or so.

I forgot to add: it will also add another PVP element, the fighting about / destroying and replacing of beacons. More gate aggro and fights near gates :)

You can try and will surely catch careless players who can't tell from the beacon's distance and orientation that it isn't really on a gate. Of course, they should never have trusted a beacon anchored by a corp that isn't friendly towards them.

Even fewer lines: Fix the reason why insta jump/dock bookmarks, which is the broken game mechanic of tedius travel. Make warping to gates/stations to range 0km. Poof, 99.99% of all the bookmarks go away. CCP could even write a few SQL scripts to purge all bookmarks that are within 15k of a gate/station to automatically remove them for anybody.
