Would it be effective to use ECM drones with a Celestis or would it be better to just use med drones for extra damage?

I take it you are asking for pvp? Anyhoo, yes ewar drones are excelent on the celestis especially damp drones and I'll explain why. The Celestis is arguably the best 1v1 t1 cruiser if used propperly and when I say used propperly I mean 1x 20k scram, 1x x5 or better web, 3x best named damps in mids. With near maxed skills you can reduce most t1 cruisers lock range well below 10km allowing you to web them scram them and nos them out w/o allowing them to lock at all. The sad things about this tactic is that there is no middle ground, you either have near maxed skills and it works or you don't and it fails misserably, this is where damp drones come into play. Fitting a couple damp drones among your combat drones will allow you to use this same tactic with fewer skill points dedicated to the damp specialization skill. As time goes on and you train up your damp skills you can start replacing these damp drones with more combat drones. Also using a full wing of damp drones is very effective for making significantly longer range ships useless, 3x best named damps with 3x med and 2x light damp drones really does mess someone up, in this role a celestis is an excelent counter to the commonly used Black Bird.

My dampening skills are fine, I'm comfortable NOSing alot of the things I fight (up to and including cruisers), I was wondering if actual ECM drones in combination with the dampeners would be good for those mistakes, and instances where I can increase their locking time to over a min but can't reduce their range enough.

ECM drones alone wont do enough good. Id stick with damp drones or combat drones.

ECM drones are definataly the best EWAR drone when used independantly of EWAR modules. Damps in general are different than ECM because they have an extremely powerfull EWAR effect when used in large numbers, having just a few damps really does you no good. For that reason I would suggest sticking to either combat or damp drones in the celestis as the ship is designed to completely disable a ship 100% of the time if you have enough damp strength.

As I recall, there is a stacking nerf on dampening/Webbing/tracking disrupting, that was added in RMR when ECM drones first appeared. so with 3 Dampners on the target, a 4th will not not add much, especially if it is only a drone's bonus.
