It matters, but as far as I recall it has the same priority, which means that the division would have to be done first since it's more to the left.
I could be wrong though.

Well... there's one equation and two variables, so it's unsolvable until you get another equation (the pseudo-random generator).
The algorithm is probably ASP's random number generator.
Without the algorithm, you can only get this far:
x/3 * 2197 - 0.010841495 = y or x = (3y + 0.032524985) / 2197
(I'm assuming here that x/3 * 2197 = (x/3) * 2197 and not x/(3*2197))
The second equation actually generates X, the random number if y is the current seed, so this second equation is equivalent to the random number generator in the first place.

Last time I checked ".007" wasn't valid notation anyway, as the leading zero has been dropped, and in any event in SI I believe the decimal point should be represented as "+" not ".".

Would probably be a correct expression of what appears to be being asked - multiplication, subtraction and addition are commutative but division isn't, and division operations at the same bracket level always take priority. Doing the trivial operations gives you
((rnd / 3) x 2197) - 0.010841495=?
Then you can jig it around a bit to, say
rnd = (? + 0.010841495)* 3/2197
Or
? = 2179/3 * rnd - 0.010841495
Depending on which variable you want to isolate, which you can then plot on a graph if you could be bothered, which I can't because I don't believe the OP intends to pay anything and in any case I'm slightly more lazy than I am bored.

No. Brackets first then multiply or divide (Doesn't matter which) 10/5x2 = 10x2/5 then plus or minus
