I read a thread about passive shield tanking and thought I would apply it to the Cyclone. I'm a savage newb though, so any suggestions would be very helpful. I use this for solo ratting, missions - basic PvE. I typically fight Guristas, if that helps.

Well, you would throw away the bonus for the ship (shield boost bonus) with a passive tank like yours. I prefer an active tank with resistance mods for the Cyclone.

My AC Cyclone that i'm actualy using for ratting Angels (high slots fitted with my best loot, lazy to buy better till i reach T2 med)
For mission where MWD as no use i switch to an arty setup

The Cyclone ship bonus is for active tanking; ignoring your ship bonus should not be attempted by "savage newbs". 
If you can fly a Cyclone, and you are interested in passive tanking, then you might consider the Ferox. It's only about 4 days of additional training, and is much better suited for passive tanking. Your investment in Battlecruisers skill is not race specific, and as a Minmatar you probably have at least some missile skills, so it's a great crossover.
As for me, I'm very happy with my active tanked Cyclone.

Ok, I am looking for a set up for my Cyclone for doing agent missions. I do not want nos, is there a way to set it up so that the booster and hardeners can run at all times without draining the cap? Or is nos the only way to do this? "Let them hate us as long as they Fear us." Colligula |

5 @ 720mm, 3 @ assault medium shield boost II, boost amp, 2 hardeners, 1 afterburner (swap afterburner for a 3rd hardener on the hardest missions) 2 @ gyro, pds, dcu 4 @ medium drone
You will not be able to run the SBII indefinitely, but you will be able to run it for a good while. If you toggle your booster on and off keeping your cap in the 30-40% range, you'll maximise your boost over time. The boost amp is important to getting good boost/cap ratios, as is training your Battlecruisers skill to at least 3 and preferably 4 in order to take advantage of the ship's inherent boosting bonus.
Also make sure your Energy Management, Energy Systems, and Shield Compensation skills are up to par. Shield Management and Shield Operation help too.

This is what i use for lv 3 agaents in matar space:
x5 720mm x3 assaults (mainly for drones...) x1 ab x1 invu x1 shield amp x1 shield booster x2 gyros x2 pdu
I use named modules scept the booster being t2. Its not much of a tank for pvp (ofc i use a diff set up for that) but i do lv 3 missions w ease i can run thye invu/ab at all times and the sb is used when i cross mid shield. Mainly the point is to warp in and align to a planet, deploy the drons (iuse hammerheads most of the time) and start to pick them off from a distance, i can instapop frigs/destroyers, cruisers go down in 3-4volleys depending on distance.

Ok, Here is what I came up with so far. Remember I am restricted by money more than anything else.
High: 5x220 Vulcans 3XMalcuth Assault ML
Med. Med Shield booster Invuln. Field AB 2xFs-9 Relgoth Large Extenders
Low: 3xReactor Cont Unit. (the one that gives bonus to shield cap, recharge, and cap cap and recharge.) 1 Tracking mod
Drones: 3x Hammerheads 2x Warriors
Had a shield amp on inplace of the ab, but I like the speed, and I have not had to boost my shield yet. (doing lvl 2 Human Cattle stage 4 ready for stage 5 now)
I have nearly 9k shield and great recharge. My cap is also large with great recharge. When I get more money, My next step will be a Large shield booster probably.

For level 2's, the extenders are probably fine. For level 3's, you will probably want to replace them with an amp and a second invuln or other hardener as appropriate for the mission.
The thing is, the total volume of damage in a level 3 mission is far far too much for you to absorb by making your shield bigger. The important factor is not how much total damage there is, but how much damage you can mitigate per second or minute. As a metaphor, imagine that you are tasked with making sure that a bucket never fills up with water. You cannot accomplish that by making the bucket bigger, because the water's going to keep coming, but you can easily accomplish it by making a bigger hole in the bottom.
Extenders do not improve your mitigation rate, except slightly by boosting your passive regen. Boost amps, shield hardeners, and upgrading your shield booster to Tech II do improve your rate of mitigation. That's the way you need to go.
Extenders are useful for situations where the damage comes in hard but for only a short period of time- i.e. PVP. They're not nearly as useful when you have a slower flow of damage over a much longer period of time. An extra 20 seconds worth of buffer is a huge difference in a 60 second fight; it's meaningless in a 5 minute fight.
