So space is infested with pirates and mercenary corps, but what about privateers? You'd think in a galaxy with as much warfare as this one that privateers would be quite commonùthe legitimacy of being in the navy without having to deal with such annoying, freedom-limiting factors as chain of command.
If you don't know what a privateer is, think of it as halfway between the two...he's a pirate by trade, but he's got permission from the government of his targets' enemies, in the form of letters of marque. He doesn't get paid a stipend for his services the way a mercenary does, but receives whatever profits he can from raiding the shipping of his beneficiary's enemies...sometimes paying a small percentage back for the privilage of having said letters of marque.
I'd love to see a marque and reprisal system implemented. Anyone have any thoughts on what'd be a reasonable implementation?

Hmm.
You could remove all the Guristas and Blood raiders from empire, and empire based missions and simply sprinkle empire npcs about. Omg Thukkers in teh ur Tash-Murkon?
That could be a good mechanism for attaching overhead or operating costs to npcing when you have to tithe part of your plunder to some sovereign that pardons your actions and gives you safe harbor. Maybe it would even fit with the upcoming factional warfare system, whatever the hell that is.

When factional warfare comes out, I'd like to see a Privateer system introduced.
You would get the option of your corp backing an Empire. This gives you rights to attack those who are backing the opposing Empire without any reppercusions to youe security rating or intervention from COncorde or criminal flagging. Although to be fair, sentries and military vessels aligned to that Empire may aid the opponent, so you had best be strategic on your choices.
I think this best demonstrates the idea of a Privateer system. An open war between two Empires where people align themselves and get to "privateer" those who have chosen opposing sides without contravening any real laws.
This can be further expanded with special Empire missions and military rewards etc.
I liek this idea as it creates a consensual PvP format without having to leave Empire and without having to pay to fund wars. As well as creating PvP based on a plot/rp angle. Hopefully this would entice a lot of "carebears" and mission runners to pick up some guns and go kill each other :-)

I was already getting ready to rp as a privateer as soon as FW was implemented.... somehow... As of right now, I'm just a lonely ol' pirate... but when the war breaks out between the Federation and the State (Oh yes, it's coming people...) I'd like to pirate in the name of the State!
Maybe this system of privateering can include a DRASTIC security/ standings hit to anyone who pirates other players aligned to their own empire (War deced corps being excluded).
It's ****ING PAYDAY TOMORROW!! Okay just wanted to share that...
So anyways, what if returning loot to your empire gave you some kind of ranking points? I know there will be military ranks, so maybe this can play in somehow? Or what if in order to pay for your Letter of Marque, you ethier had to turn in X ammount of loot (Determined by the item's market value) or pay a higher price in ISK? That'd give some sort of incentive to pay for your letter in loot instead of isk, therby supporting the whole spirit of the system.

To the OP. If I understand what I read about Kali, the new faction warfare stuff will pretty much cover the Privateer thing. Different names and such, but the effect will be pretty much the same. Players won't directly join a factions navy, but will have the ability to gain rank, go on specific missions, fight against players of a different factions navy too. I'm sure it won't be too far from getting a 'Letter of Marque' to make war on the enemy

Privateering be easy, no?
You simply do not attack ze personages of your empire and attack all others and, voila, you are ze Privateer. You make sure you lose no standing with your peeple and thus have a safe haven!
Now it would be nice to pay a portion of your loot and actually GAIN standing by destroying members of other empires (and lose if you attack yours) but one can dream, n'est-ce pas?

you can you just attack any merchants (commerce) coming out of a station there are heaps of convoys
