Is it possible for others to steal from my courior package while they are transporting it and turn it in without penalty? I want someone to move a plex and a few other items for me, but im afraid to lose it.

Breaking it means the contract fails, and you keep the collateral you set.
If you want someone to move a plex, then you better set that collateral sky-high otherwise they'll just steal everything in it from you.
That said, why do you want to move a plex? You can use them remotely, so they're best kept where they are and never moved. |

Yes, a courier can peek into the contents of your package and, if they are so inclined, steal the contents and fail the contract. This is why you must set a collateral which is higher than the ISK value of the items being moved.
For PLEX, it depends on what you're doing. If you bought some online and want to sell them for ISK, you should wait until you are at Jita (or whichever hub) to redeem them. If you want to activate the PLEX for game time, MTC, etc. then you can do that from anywhere using your Assets tab. Unless you're buying and reselling for profit, you shouldn't ever have to move a PLEX. |

Yes and no. They can steal from your courier package, but when they do they can no longer turn it in and so they forfeit the collateral. (Also, they don't get the reward.) Which is why it's important to set your collateral higher than the value of the items.
However, it is much easier to find haulers for a collateral below 1 billion than above. (Mostly because that's about the cost of suicide ganking a freighter.)
And as PLEX can be used from any system, even if you aren't in it, there are usually better ways than hauling to deal with an out-of-place PLEX. |

Taking anything breaks the contract. Always set the collateral above the value of the items so if/when the contract fails you will profit$$

I think the real question here is "why do you want it moved?"
Can't you use it remotely?

Some people take courier contracts like they are pull tabs. 
All it takes is to forget a 0 at the end of the collateral you set and they win!
Otherwise they will have to try and deliver it to you. Or they lose their collateral and you can buy another PLEX from where you are at.

The key is, set your collateral to 115% of the value of what you are hauling.
Then, worst case scenario, the goods get there OK. Best case scenario, the hauler gets ganked, fails the contract, and you make some serious ISK.

Wherever the PLEX is, bring it up in your assets tab, right click it and choose 'use remotely'. You can use it to add game time or activate dual character training without being near it.
If someone has placed an abnormally high buy order for a PLEX in a station somewhere, IT'S A TRAP.
I'm not allowed to link killmails in this forum, but I have seen several killmails where 10 or more PLEX were blown up because some idiot decided to undock with them in their cargo.

No.
The moment someone makes ANY change to a courier package (so anything other then opening it to look inside) it automattically makes it impossible to even complete the contract and thus you will get the collateral on the courier contract.
This is also the only reason why you ALWAYS should make it so that the collateral is more then the value of the items in the courier contract. This way, if someone steals the item(s), they lose money instead of gain money.

You are talking about a certain person, trying to move 11 PLEX from Amarr to Jita in a shuttle.

The thing with PLEX is people also want them for the street cred of having a PLEX on a killmail. So even moving them in a freighter that will cost more to gank then the PLEX is worth is not safe.
There are channels I monitor where any ship scanned carrying PLEX gets announced immediately with something along the lines of "hey some idiot is transporting 2 PLEX in a leopard, just left Perimeter heading Amarr way".
You can try and hide the fact that you are carrying PLEX by flying a Blockade Runner or "double wrapping" the consignment or you can make yourself very hard to catch with a Covops frigate or interceptor but as stated above its not really worth the risk. |

Adding to this, I have placed PLEX inside trap courier contracts (e.g. a freighter sized parcel with a single PLEX, 90 million units of tritanium, and some random bad deadspace or officer modules) and sent them from hub to hub with extreme collaterals, hoping someone will cargo scan the freighter, see a PLEX and blue/purple modules and organise a gank.
The PLEX attracts attention in a way that a billion ISK worth of any other commodity (say 20000 Photon Microprocessors) just doesn't.

For what it is worth, when I move PLEX (rare) I tend to put it in a freighter with nothing else.
One can use a covert ship, but then you have to hope you don't lag or get disconnected. |

I typically set courier contract collateral at value or value + 10%, because that's easy to check and calculate.
Speaking as a ganker, that will be a far higher priority to kill than a freighter carrying 17500 units of Quantum Microprocessor or 150 million units of trit or 33 Enyo hulls, despite each of those being worth about the same as one PLEX.
A combat ship, like a brick tanked Proteus, is much less likely to get cargo scanned and can sometimes defend itself with energy neutralizers.

Brick tanked proteus is essential unsuicideable. Its 600k EHP and immune to bumping while having a cov ops cloak and quick align time. |
