This afternoon, I nearly lost my Iteron mk4, because I get attack in LUMINAIRE . I didn't warp away at first, because I was waiting for the police to take action, but nothing happen, SO Eve 100 % PVP game ??

The only way you couldve been attacked in lumi is by small missileboats. So, if you're so stupid to just sit there if you see 4 cruise missiles coming at you, you didn't deserve to be in anything bigger than an imicus anyway.

You can still use missiles in Empire Space if you know the trick of where you should be sitting when you want to fire them.
I just learned this little trick tonight.

Well if the guy was shot by a war enemy, he's even dumber. Who the hell waits around in an indy when theres a guy with a red icon shooting at you.

If you were killed in secure space, and you were not at war with the person who killed you, file a petition (exploit)
Concord have been doing a poor job recently and have failed to defend some innocent piolts against blatant acts of terrorism.
Some of these terrorists are exploiting concords lack of response, allowing them to get away with kills that they should have been punished for if the system was working correctly.
I understand that people currently exploiting this situation are being banned.
