I saw someone ask about this and the answer given was incomplete so I decided to research this myself since I need to make a few. Here is what I've found to be the fastest way to get an alt to generate a cyno field.
CHARACTER CREATION STEPS
Step 1: Caldari
Step 2: Achura Bloodline û Female (the males are UGLY) 
Step 3: Choose your appearance (IÆll leave this one up to you)
Step 4: IÆll leave the name up to you, but PLEASE make it something intelligent. Google ôJapanese girl namesö if you have to.
Then make sure it says ôCustomö in the lower right corner.
Step 5: Add 3 points to Intelligence and 2 Points to Memory.
Step 6: Inventors
Step 7: School of Applied Knowledge
Step 8: Engineering
Step 9: Electronics
Step 10: Electronic Warfare OR Advance Sensor Operations Your choice, both give you Electronics.
You should now have a character with a 15 Int and 8 Mem and Electronics @ lv 3
(and further proof that Charisma is meaningless in the game cause she has a 3 charisma and yet I donÆt care what you did during step 3, sheÆs cute) 
SKILL TRAINING AFTER CREATION
Purchase and then train skills in the following order:
Instant Recall to 1
Analytical Mind to 1
Instant Recall to 2
Analytical Mind to 2
Instant Recall to 3
Analytical Mind to 3
Electronics to 4 and then 5
Caldari Frigate 1
Cynosural Field Theory 1
Congratulations you can now create cyno fields.
Time from start of training to end: 8 Days, 2 hours and 57 mins, give or take what ever time you lapsed between changing skills.
(+3 implants for Int and Mem will drop this to 6 days 19 hours and 45 mins.)
Notes / reasoning:
The most critical skill learning is from 4 to 5 of electronics, itÆs the longest piece of the processes. As a result everything else is geared towards making that as short as possible.
The primary stat for Electronics is Intelligence and the secondary is Memory. As such, Intelligence is twice as important as Memory. That is why we took a path that results in such a high intelligence.

Well your right you can, but your intelligence and memory will be so low that you can barely spell electronics, let alone train it to level 5 any time soon.
To be fair, I didnÆt check if this is possible with any other races, so it might be, but I like Caldari so thatÆs what I did. (Caldari haters need not reply)
