15 minute sniper rule means that the auction time has to have passes AND the last bid has to have stood for 15 minutes. The auction is only closed if both of those have been met.

Argentina has won the Auction at 4.3bil, the last bid from Nekromancer was a little bit too late for the sniper rule to take effect. I'll convo you asap
