I'm planning on starting an alt to make some iskies for myself, probably a raven, was wondering what other people thought was the quickest character setup to get into a raven that can handle a 0.0 spawn.

Multiple ways to "handle" a 0.0 spawn. I can permatank a dominix against many tough 0.0 spawns including some triple BS spawns without having to turn on/turn off. Handy for mining. On the other hand, yeah, a Raven will kill a 0.0 spawn faster with less SP probably. You've got the right idea.
So get a caldari char with high percept / willpower for combat and ship command skills, up the caldari frigate and missile with the subjects you choose to start with.
Sorry if you wanted something really specific because I honestly haven't worked *that* hard at making a perfect char because I already have one I like ;)

1 1/2 months by the last guy's suggestion, which worked for me.

Heh that is exaclty what my alt is doing u copycat!
Anyways, start off Caldari>achura>monks>SWA>operations>command>captain training, and add 3 pts to percep, 2 to willpower..u will start with 12 percep and 10 willpower(11 cuz of willpwr lvl 1 skill), and then train for impllants and some spatial awareness...i had my percep from 12-18 in less than a day
percep and will being ur highest attributes, you will train for the ships very fast, and u will also train missile skills and gunnery skills very fast as well
