Assuming no traversal velocity and a frigate has a sig radius of 40, a battleship heavy gun a sig resolution of 400, each shot from heavy gun should have 1 chance in 10 of hitting the frigate. Correct?
To hit the frigate with every shot , the sig radius of the frigate would have to be increased to 400 with target painters which means increasing sig radius of frigate by 1000%. Correct?
I am wondering as would like to know whether a BS that hit a frigate with every shot in 3 salvos was lucky or managed to paint target sufficiently.

The sig radius versus the sig resoloution appplies a damage mod.
So increasing the sig radius with target painters would not make the frigate easier to hit, but would increase the damage done with each hit.
A BS hitting a frigate 1/3 of the time has either a webber, fast tracking turrets, skills, mods or a combination thereof.
A frigate with no transverse velocity would always get hit but the sig radius versus sig resoloutiion would decrease the damage, assuming the target was at optimal range and not in falloff (which would further decrease the damage dealt)

Use the Tracking guide.
If your transersal is 0, you can be hit by any gun, even drednuut can hit you.
Target painters have stack penalty, so there is no much point in more then 3 of them.

You are incorrect, O'olish. Sig radius vs sig resolution applies an accuracy penalty for turrets. It's a damage mod for missiles.
Unlike the missile velocity/radius damage penalties, though, the turret traversal/radius accuracy penalties are linked. If a target has no traversal, it doesn't matter what its radius is; as traversal increases, so do the effects of any radius/resolution disparity.
Playing with the tracking guide is a great way to get a feel for the way the turret combat engine works.
