I just bought MOA Caldari class Cruiser
3X 250mm Railguns -Antimatter 2X Missile Launchers 1 -Standard 1X 150mm Railgun -Antimatter
Large Shield Extender Medium Shield Booster Webifier
2X Mag Stabilizer
Need info on what to get or take away from my ship.

Heh.. Actually the Moa isn't that bad, but I'm not a huge fan of it.. I'm sure some people can use it rather well though..
A good start for you might be to use the other mid and two low slots you haven't filled yet.. Either an AB/MWD or Extender or Hardener for the mid, and then Power Diagnostic or Dmg Control or Shield Power Relay for the lows..

Highs: Best to keep all 4 guns working at the same range, so go with 4 200 mm railguns. You lose some range, sure, but the dps drop is very minor, and you gain tracking.
With the grid you save, upgrade the standard launchers to assault launchers.
Mids: You've got an empty slot there. LSE is good, booster is good, webber is an absolute must for a railship. Assuming you're missioning, put whichever racial hardener in the 4th slot. If you find you don't need said hardener, an AB is nice too.
Lows: Again, 2 empty slots there. Mag stabs=very good, but don't overlook a tracking mod, either. The rest, fill with pds.
Alternately, if you're facing nothing but frigs, use dual 150mm, assault launchers, tank/web in mid, 2 mag stabs and 2 tracking mods in low.
Moas aren't a bad ship at all. I once got in a fight with 2 frigs and an interceptor in a Moa fitted with 200s, and killed the heck out of the inty and sent both frigs away flaming. I might have gotten all 3 if I'd had a scrambler :P Folks focus too much on the "easy button" they think they're getting with missiles, and forget what a good railship can do.

You need very high skills to fly a Moa effectively because it's tight on grid and needs high gunnery/missiles. Even for skilled pilots, the Moa is challenging to put to good use and that 'good use' is at long range which is not convenenient most of the time. Up close, the Moa is without doubt the worst tier 3 cruiser (and lower tier too, mind you).
If you are relatively new to the game as your post suggests, you should probably be better off with a Caracal which requires far less skills to be effective, doesn't require transversal management and has 5 midslots which is much more valuable than the Moa layout.
It is still possible to run low level missions with a Moa though but chances are you won't get the enjoyement one can expect from a turret ship with that bastard child.

High: 4x 250mm Rails - Iron/Iridum/Antimatter Ammo 2x assult Launchers
Mid: 2x sensor booster 2x tracking Computers you can drop a sensor booster for a Med Shield booster if you prefer.
Low: 4x Tracking enhancers or 2x Mag Stabalizers 2x tracking enchancers or 2x treacking enhancers 2x WCSs (becasue they make people cry)
Sit 100km + from your target and take punk shots at it... just don't get caught with your pants down or you've lost a Moa due to the negative amount of tank in this set up.

I've found an interesting setup for a Moa to be-
Highs 4 x 200mm rails(compressed coil or better) 2 x T2 Assault Launchers
Meds 1 x Cap Recharger(T2 if you can afford it) 1 x T2 Medium Shield Booster 2 x Invul Fields(Again, T2 if you can afford it)
Lows 2 x T2 PDS 1 X T2 Mag Stab 1 X Emergency Damage Control
3 scout drones(mixed)
You get decent resists and some decent shield reg with the setup.

Fit Blasters. Unless of course you really feel like sniping and not killing anything besides t1 frigs.
And I wouldn't go too far w/ the t2 fittings on a moa. Seems like your ****ing away your isk. Get an eagle , the moa sux.
