Short answer its NO, there was no "meant something" its only meant when you "forgot" to upgrade your clone. There was no other choice than that.

It never worked like that. You would lose 5% of the difference between your SP and the clone limit or 50% of your highest trained rank, whicever was the lowest. So in other words if you had 200M SP and had Amarr Titan 5 you would not lose 10M SP, you would howver lose half of your Amarr Titan V skill so about 2M SP. Not really. You have never effectively used an advantage you've paid for (and possibly never will), but in order to become the same you (read: having the same implants) when your pod is not destroyed requires 0 ISK. Once your pod is destroyed you'd have to pay ISK for the lost implants to become the same you prior to death. It's ofcourse possible that the implants are worth less to you than the actual market price, in which case you shouldn't have bought them in the first place, but that's another story. Otherwise there was no such thing as a character bazaar, because a new pilot would be just as expensive as a pilot with 100mil skills.
