I have been trying to get eve running for over 4 hours now.
I log in and then it Authenticates
Then it says "Acquiring Bulk Data"
It will download about 1 meg of something and then hang.
Il lose the transmisison form the server and have to do it again.
What is it trying to download and why does it keep hanging?

done that like 3 times, doesnt do anything, ive laso renamed the cache.
I have looked on forums, from what i hear its problem from recent patch and keeping a lot of people from logging on.

Solution: Keep posting on the forums, petitioning, and trying to login on the side until CCP acknowledges the issue.

another way and much less anoyning to us and the rest of the players is to file a bug report with a logfile and dxdiag report.

I understand it's annoying, but we've already submitted the dxdiag/pingplotter reports. We've had numerous issues for just over two weeks, and we don't see any light at the end of the tunnel.
We've followed all the suggestions from technicial support and players (*cough*deleteyourcache**cough*), including going as far as a total system format. The exact same issues are still happening.
I'm completely convinced this computer/network/ISP is working fine. The issue is on CCP's end, and we haven't got any reasonable response on this yet.

Are you using a D-LINK router? If so, try setting your computer up with a STATIC IP ADDRESS (don't let the router assign yourself one via DHCP).
To resolve my problem i:
1) Reinstalled from scratch. 2) Reset my router to factory default settings. 3) Assigned myself a static IP on my network.
This seemed to resolve my issue. Use logserver.exe to try and find the red 'ERROR' messages that occur at that point and post them here as well as filing a bug report.

Thanks khalleth, it is a D-Link. DHCP vs Static shouldn't have any difference, but it's something to toy with while he futilely tries to login the next time it happens.
After the system format we just did the basics (drivers, antivirus, upates, etc) and then tried EVE with the latest full client. First two tries it got stuck at Acquiring Bulk Data. Third try it continued to connect, and he was able to play for the rest of the night.

The D-Link routers have a default DHCP lease renewal time of 1 hour which can cause problems when renewing the lease.
Also they have problems sustaining large numbers of connections.
Get him to try a factory reset and see if that helps, otherwise... buy a cisco.
