I know that CONCORD will respond (although it takes a bit) in a 0.5 system if you are attacked while mining, but is this based off of the displayed sec status or the "true" sec status? So, for example, if I'm mining in a 4.8 system that is displayed as a 0.5 system on the map and my overview, will CONCORD respond if I'm attacked?
If not, is there a way to tell in game which systems are truly 0.5 (and thus under CONCORD's jurisdiction)?

Look at the top Left of your screen with the system Information it says the Security Status there.

As I understand it, the number in the upper-left corner of the screen is rounded off from the true sec status of the system. So, even if that number reads 0.5, the TRUE sec status could still be 4.6-4.9, which are then rounded up to 0.5. Will CONCORD respond even if this number has been rounded up?

The ONLY things that run off of true sec status are NPC Rat Spawns, and quality of Ore in the system.
Most of eve is based off the rounded sec status.

Schwigg As far as i know, concord will not help in a 4.8 system. CONCORD does work on the true security status. An example of this are sentries guns in certain "0.0" systems. They show 0.0 after rounding off, but true sec is not a full 0.0, hence CONCORD treats it as 0.1 and puts sentries

Fly to a station or warp gate. if you see concord ships patroling in the system, they will protect you.

Bring your HAC to a 4.8 system and lets see if Concord respons in time to save my Thorax...
CONCORD respons in accordance to the Sec Status displayed on the map, IE, They are not effected by "True-Sec". If the true sec is 4.99999999 and the map reads .4 space, then its low sec. If it reads 4.500000000000001 and the map reads .5 space, than its high sec.

Get a second account (trial for example) and use it to attack your mining op
Concord will then turn up and kill your alt's ship leaving a nice little Concord squad in the vicinity vastly reducing their reaction time if someone else comes along to try and attack your op

Using trail accounts like this is indeed an exploit.
