logging of when u steal from a jet can to avoid being scrammed/killed? then relogging 15mins later to avoid the agression countdown?

Its not an exploit really due to the fact you can scan probe him in that time.

i cant scan probe it cos i lose the agretion times when it happens so even if i do find him/her i cany kill it

Well, if he just steals and logs immediately, I suppose he has no pvp timer running, so he'll disappear from space after one minute. or not ? ( Not quite sure about the different timers. )
Anyway. Logging off after stealing or is lame and laughable.

even at the lowest skill it takes under 15 mins. so you have enough time.
the higher u train the skill the faster u can scan him down.

Umm we log in a safe but never to avoid a podding or getting ganked in a bubble but your alliance on the other hand I think I have fraps of KOS members doing it.

If it somehow made you able to avoid CONCORD it would be an exploit.
There are a lot of people who log in PvP to save their pods. If you CTRL+Q, no matter what (barring a instalock ship with a scram), your pod will warp off. Even at a bubble. If you petition it (some of my friends have) the GMs will just tell you it's fair game because they can't tell people when to play the game or log off.
