Actually they said that would never happen and the first player that tryed to use a capital ship as a minning barge would be hunted down by all the DEVs and GMs and wiped from the face of EVE. Or something like that.

Not quite. 
Yes, they were asked about Capital Mining Ships at Vegas. I forget exactly what they said, but they did say that were investigating the possibilities.
The looks on the devs' faces were not all that convincing, mind you. It did not seem to be a topic they wanted to expand on, and if ever there was a RL "rolleyes" on someone's face it was there.
Vegas was fun.
