Sorry for being a dumbass but i have an industrial/manufacturing character and want to manufacture tech II items at some point, and here lies my problem. where the hell do you get tech II BPOs? Please forgive my ignorance and help me if you can.
Or can you make the tech II s out of tech Is with the help of a research agent?

Short answer is NO.
Tech 2 items are seperate items in the game, and are only collectable based on a lottery system using research points.

Do yourself a favor a give up all hope of actually getting a good T2 bpo. But don't let that stop you from trying anyway.
As stated it's a lottery system. You get points from research agents that act as tickets in a lottery. Get the right skills and standing, then get yourself a good level 4 research agent and start accumulating points.

Right now this is how you (realisically, and even then it's unlikely) get your hands on a T2 BPO:
1 - Buy one, from auction or escrow from someone who has one to sell (for billions of isk).
2 - Get a research agent. Once you're signed up with one you get a certain amount of Research points a day, which can be doubled by doing the mission that the agent requests. Every now and then new T2 BPOs are released into a lottery. Everyone with RPs has a chance of winning the BPOs, and obviously the more RPs you have the greater your chance.
So you either spend billions or suffer for ages with a research agent and probably never get a BPO.
However, with the next content patch (Kali, scheduled now for October) a new system called invention will be released. This feature allows you to create T2 Blue Print Copies using the T1 version of the item and some other "ingredients" (I think). Build cost is reported to be higher than from a T2 BPO but because many T2 mods and ships are sold so far above build costcurrently it will still be possible to make a decent profit using "invention-production" (probably). Anyways if it's still early days you're probably best off waiting for Kali and invention and trying your hand at that.  - - - - - - - - - -

You are too late. Tech 2 BPOs were a retention reward given out in a special contest that was run for veteran players. The contest ended several months ago.

I wouldn't fork out insane amounts of billions with Kali around the corner.
Getting a T2 BPO (of any value) for a new player is very close to out of the question. Sure, you can go ahead and make yourself 5 billion, but that's going to take ages. The T2 BPO distribution has been a complete failure and is the biggest flaw in Eve today.
The T2 train left loooong ago, just get to the station in time for the T3 one  This line is a signature, not part of the message. |

The cheapest T2 BPO's (Ammo BPO's) go from between 500mil and a few bil. Many T2 mods BPOs go for similar. You can mine, trade or agent ***** that sum easily. You gain the sum, then whenever a BPO comes for sale you do a load of research of current prices, build cost etc, use your noggin and think whether it's worth buying or bidding on. You go from there.

You can get a T2 BPO by baking a cake with "T2 pwns me" written on it and then posting it on eve-o forums. ____________________________
