Based on starting stats which race would allow someone to become an efficient combat pilot the quickest?
I've heard that the most important attributes are willpower, perception, and memory - in that order, is that right?
I usually try not to go for "the best", but from my limited experience it seems that a lot of time can be saved if you plan ahead.
Do missles have a longer range than blasters? What are the range classifications as far as artillery, missles, and blasters go? I like the idea of piloting a ship that can sit back at a great distance and bombard the enemy. Which race do you think would be best suited for this?

Go Caldari Deteis and use Caldari ships. Most important attributes are perception and willpower although you might be better off having near equal stats in all attributes with the exception of charisma. Get that as low as you can.
Caldari ships use missiles but their tier three battleship uses rail guns and gets an optimal range bonus, perfect for those who like long range.
Artillery is long range. Missiles are missiles but can be considered time-delayed long range, I guess. Blasters are short range. ___________________

You are not limited to the ships of your race. So, no need to make a ship the reason for chosing a specific faction.

Remember it does not matter what race you start with, you can train any ship or weapon.
Perception, Intelligence, Willpower, Memory is the best order.
When assigning your extra 5 attributes, put 3 in Perception and 2 in Intelligence. Why? Because 60% of all skills (and pretty much all offensive combat skills) have Perception as the primary attribute, and the support skills (engineering , electronics, mechanic etc) generally have Intelligence as their primary attribute.
In refernece to weapons types, I suggest you read up in the Ships and Modules forums for ship setup. Or even better, join the Eve University ingame chat channel and ask there. We are there to help!

Caldari Achura Monk will get you the best set-up for PvP.

Stat-wise, Amarr Khanid Cyberknights and Caldari Achura Monks are the best for combat pilots.
Ship-wise, Gallente are the best for pvp and Caldari are the best in pve.
That's all of course IMO.

Actually, my own testing shows that Ammar Khanid Cybernight with starting stats of I 8 P 14 C 5 W 8 M 4 outstrips anything after 260ish days of training. Add advanced learning skills to 4, and a ful set of +3's and I have I 22 P 28 C 17 (although I have not trained this :) ) W 22 M 17.
So, if you want to be here for any length of time, the ACK route is the way to go.

Just not an Intaki. They have a lot of charisma that is generally less usefull for a combat pilot unless he's specialised in being a bard (Command ships, leadership skills for group support). --*=*=*--
